What does the steam shovle that breaks the ice in the movie "Happy Feet" represent?

In the movie "Happy Feet" there is a scene where Mumble sees this human machine that breaks through the ice.. I can't figure out what a steam shovel is doing down there.

1. i thought it was signifying how "the man" is basically taking over any territory possible and how human interference with nature and animals home lands is greatly disturbing
2. Darn, we got some film mixed up and that got in the wrong movie. Effective though.
