- Experience at the Federal level. Most of the time it's been governers. Carter, Reagan, Clinton, and GW Bush were all governers. Ford was VP (unelected) and Bush Sr. had extensive government experience.

- Most Senators know they have more power in their present position so they don't want to take a demotion. Also most of them seem to be in office for as long as they want to be there, why would they want to spend all their money on being elected to an office that they have to leave in 4 to 8 years? So 3 of the last 4 presidents were governors before they were president. If you think they don't spend their own money ask John Glenn how much he spent trying to run for President.
