How were the Romans so successful in conquering and holding a vast territory?

  1. They had organized government and army with structure of officers. They simply had system. Most of the territories they conquered were inhabited by small tribes that often were fighting each other. Once they held a territory they brought 'civilization' and were not really forcing local population to believe in Roman gods so the occupation was not so bad, the quality of life got often better which made it easier to hold them.
  2. I agree with previous answerer. However, "holding" and "administering" are two different things. I think that the empire was not as stable as you think.
