how can i get access to public marriage records without paying?

I live in ghana and my boyfriend moved to the US five years ago. We planned getting married two years ago but since then he keeps coming up with excuses! I have a feeling he is married but he denies it. How can i get online information on marriage records for west virginia for free since i can't pay from Ghana? please help!!!
