With regards to online marketing and advertising..I would like my website to be high on search engine rankings. This is cheap if outsourced from india..but how much would it be normally as a rough guideline?

it really depends on your business, type of products, how large is your company, and how competitive your market is. your right setting up a website in India is much cheaper, just make sure the company also performs SEO and services such as Adwords management, or you could have the best site in the world with next to no organic traffic.
