Is Pay Pal any good or successful at getting people back their money?

I got scammed recently & this is my first time using Pay Pal. I was wondering if anybody knows of Pay Pal being successful at getting people back their money after they have been scammed/ ripped off? THANKS SO MUCH FOR GIVING ME HOPE!!!

1. YES, i have been scammed 2 or 3 times on Ebay and Paypal got me my money back within a week.
