morgan stanley recruitment - do they inform unsuccessful candidate?

After successfully going thru multiple rounds of interview, MS HR has stopped coomunicating. In case a candidate is not successful, do they inform the candidate so the person can move on?

1. Actually, they are supposed to notify you. I would stop back in and ask them when you start. Be persistent.
