  1. The radical Republicans in Congress created a Reconstruction plan called the Wade-Davis Bill that was vetoed by President Lincoln. They wanted equal rights for blacks and wanted to limit the power of ex-confederates. The 14th and 15th amendments to the constitution gave citizenship to all American regardless of race and the right to to vote regardless of race. The radical Republicans who supported giving equal rights to freed black slaves got what they wanted from these amendments.
