  1. It represents good times. When it's covered in blood and battered to bits, that symbolizes the end of good times.
  2. The information isn't really given in the novel...though here's my answer. SPOILERS IF YOU HAVEN'T READ THE BOOK The Smiley face was on a pin that belonged to the Comedian. The book starts off with the Comedian's death. As he is injured and eventually killed, blood splatters onto the pin (thus giving it the iconic blood stain). Rorschach finds the pin and takes it to his friend Daniel (who is also the former hero Nite Owl). He explains that he now knows the Comedian is dead and blames it on a killer who is hunting down former heroes. The pin is then disposed of by Daniel at the Comedian's funeral, when he tosses it into the grave. The pin could also be said to symbolize the contradictions of the Comedian, he finds humor in the dark aspects of the human condition. He wears the smiley pin, though he himself is rarely happy and is in fact constantly mocking those who are. The smiley its self makes a few more appearances in the book. Most of the time reflecting the paradoxes of being happy in spite of a possible nuclear attack from the Russians. It also appears again at the end on a kids t-shirt, which he then splatters with ketchup, mirroring the blood stain, bringing the ending to a tie in with the very beginning.
